21st Century Community Learning Centers


What is a 21st Century Community Learning Center?

The 21st Century Community Learning Centers Program was established by Congress to award grants to schools and communities, to develop programs that benefit the educational, health, social services, cultural and recreational needs of the community. School-based learning centers can provide safe, drug-free, supervised and cost effective after school havens for children, youth, and their families.

To create learning centers where children, youth and families will strengthen their academic skills, learn strategies for preventing drug use and violence, and participate in activities that will enhance the regular academic program.


  • To increase the percentage of targeted students in each subgroup passing state assessments
  • To decrease the number of incidents of target student disruptive behavior in school
  • To provide educational programs for parents of targeted students
